98 law proposals submitted since the beginning of the parliamentary term and 286 parliamentary non-legislative acts discussed among February 1st and August 5th 2015: these are the results of the Lunaria monitoring of parliamentary work related to Immigration, asylum, citizenship rights, discriminations and racism.

The analysis report has been presented this morning on October 2015 in a press conference at the Chamber of Deputies. The report presents the results of an observatory of public policies concerning immigration, asylum, citizenship rights, discriminations and racism, to facilitate a correct and systematic information about the institutional activities promoted in these fields.
The objective of Lunaria with Watch dog observatory is to reduce the importance of public «discourse » of political representatives giving visibility to and correct news about the effective and concrete institutional acts adopted at institutional level.

Following the most relevant results:
– Despite the high number of law proposals presented, just 7 laws have been definitively approved while 37 proposals of law just begun their parliamentary debate. The majority of the law proposals are related to the citizenship rights (61), 19 proposals are related to the reform of immigration law, 8 proposals hare related to discriminations and racism, 6 to asylum reform.
– Among the non-legislative parliamentary acts, the majority concerned migrations (1109 and asylum (93). The borders and sea control, the emergency sea operations, the role of Italian and European vessels near the Libyan coasts and Italian government view about the Libyan situation are the main arguments faced. A second group of acts focused on the accommodation of asylum seekers in Italy mainly to denounce the “unsustainability” of the presence of refugees, to complain against the decisions adopted by the Prefects to create new reception centers without the agreement with the Mayors or to denounce the bad management of the structures.
– The parliamentary work seems to be focused on the “emergency” of new migration flows rather than on the systemic reforms which would be necessary to orient the migration policies in the direction of the protection of human fundamental rights.

Among the most relevant policy recommendations made by Lunaria:
a) To maintain and improve search and rescue on the sea operations;
b) To reform Dublin rule III and the obligation to ask for asylum in the country of arrival;
c) To open legal channels of entry for the so called “economic migrants”
d) To approve the citizenship law reform as soon as possible
e) To definitively close the Identification and Deportation Centers
f) To reform the law against discriminations and racism in order to face the urgency to counter hate crimes and hate speech in a more effective way.
