Protests against the existence or the opening of new reception centres for refugees and asylum seekers took place in our country, in big cities as in small municipalities. Underestimating the problems and risks that these episodes reveal would be a mistake.
For this reason, Lunaria decided to dedicate an in-depth study to the analysis of 210 cases of popular opposition against the refugees reception policies monitored during 2016: from oral statements of public relevance, to propaganda instruments (posters, banners, leaflets) until public initiatives (petitions, open letters, demonstrations).
The second part of the dossier, instead, illustrates the content of the Decree-Laws No. 13 of 17 February 2017 and No. 14 of 20 February 2017, whose conversion into law is currently under discussion at the Parliament. The Decree No. 13 modifies, among other things, the administrative detention system of the Centres for Identification and Expulsion (CIEs). The dossier recalls some of the protests and of the stories of injustice which involved these centers during the last three years.
In the conclusions, Lunaria asks:
– to the Parliament, of not converting the Decree-Laws No. 13 and 14 of 2017 into laws:
– to the Goverment, to change policies on migration and asylum;
– to anyone who fulfills an institutional role, a stronger and explicit public commitment in condemning propaganda and discriminatory, xenophobic and racist behaviours.
